The clearance between the hole and the inserted trem bar is pretty much "zero". In the lower position,
the trem bar doesn't move until I swing it into position. The top position is "loose" in that it will just swing down and hang.
What would be the best "fix" so in the top position, it will stay still until I want it?

I am answering my own post...
Called Hipshot for the solution.
All you "hip" Hipshot trem owners that want more tension on the whammy bar...
take a 5/64" allen and tighten the set screw(s) for each trem bar hole.
The set screw is hidden underneath the back of the bridge. You need to hold the trem bar down (lower pitch towards the pickups) to get to it.
